Projects

Ysleta Del Sur Pueblo, a Tigua tribe development located in the lower valley of El Paso County - The single family gated community was designed to ensure a quality life style living. This project provides spacious roadway, landscape medians, dark sky compliant street lighting, and each half-acre lot has access to irrigation. All within walking distance of a Tigua educational library and a multi-purpose recreation center.

Quantum Engineering Consultants, Inc. provided the design of a water distribution system, septic system, and wastewater collection system for future connection. Services also included site/roadway design, on-site ponding, illumination, storm water pollution prevention, irrigation system, construction services, and coordination with all municipal agencies.

Ysleta Del Sur Pueblo, a Tigua tribe development located in the lower valley of El Paso County - The multi-purpose recreation center provides an Olympic pool, children’s pool, gymnasium, kitchen/dining, locker rooms, game room, racquetball courts, conference rooms among other features.

Services provided by QEC (formerly known as Mesa & Associates, Inc.) included site grading and drainage, water distribution system, septic system, wastewater collection system for future connection, Site/roadway design, on-site ponding, illumination, storm water pollution prevention, and construction services.

 

Horizon Mesa Unit One is part of a square mile development. This multi-phase development consists of parks, single family, multi-family and industrial sites. The project scope of work included master planning, water and sanitary sewer report, research and data collection as well as the broad range of civil design phase services, not only, but also water distribution/wastewater collection system, site grading, drainage, storm sewer infrastructure design, illumination, storm water pollution prevention, utility construction management services and coordination with all municipal agencies.

Horizon Mesa

Franklin Hills is a 452-acre development that borders the Franklin Mountains State Park. This multi-phase development consist of single family sites, gated community neighborhood, open space, major storm drainage infrastructures, utility, parks, school, and bike trails.

Services provided by QEC include site/roadway design, storm drainage analysis, subsurface storm drainage system, concrete-lined drainage channel, illumination, storm water pollution prevention plans, and coordination with all municipal agencies.

Franklin Hills

Towne Center – Retail Shopping Center located in east El Paso facing Lee Trevino Blvd. This retail center is owned by one of the largest retail developers in the city.

The project civil design documents included demolition, site grading and drainage, storm water pollution prevention measures, curb and gutter, sidewalks, paved parking areas and associated technical specifications. Services constituted of coordination with all agencies and entities affected by the proposed improvements.

Lee Treviño

Trade Key Industrial Development – This warehouse complex is located in an Industrial District in east El Paso, complete with docking areas and parking, this prime location is within minutes away from the Zaragoza International border crossing.

Courtyard by Marriott is designed to suit business travelers. The site location provides easy access to Interstate Highway 10 and is within a few miles from the El Paso International Airport.
The project scope of work included research and data collection as well as the full spectrum of civil design phase services including, but not limited to, utility plan, site grading, drainage, demolition, curb and gutter, sidewalks, paved parking, storm sewer infrastructure design, storm water pollution prevention, technical specifications, and construction management services.

As prime consultant, Quantum Engineering Consultants, Inc., completed this City of El Paso street and drainage improvement project, located in far west El Paso. The project was funded by the City of El Paso for the Borderland Community Improvement Association.

The project included the full spectrum of street reconstruction design services including, but not limited to, drainage infrastructure improvements, traffic control, construction sequencing, illumination plans, bus pad design, technical specifications, and construction phase services.

 

John D. Cramer Memorial Apartments – Housing Authority of the City of El Paso, El Paso, TX;

State Office Building and Parking Garage - Located in downtown El Paso was designed to accommodate several state agencies. The project also provided a three level private parking garage.

The project civil design documents included traffic control, demolition, site grading and drainage, storm water pollution prevention measures, curb and gutter, sidewalks, paved parking areas and associated technical specifications. Services also included coordination with all agencies and entities affected by the proposed improvements.

The University of Texas at El Paso – Parking Garage. The construction of UTEP’s first parking garage began in January 2006. The garage will be located in parking lot A-1, behind the Fox Fine Arts Theatre and south of the Sun Bowl Stadium.

Quantum Engineering Consultants, Inc., worked on the Site Civil Documents, which included site grading and drainage, stormwater pollution prevention report, pedestrian walkways, and re-alignment of major subsurface storm drainage system. Services constituted the full spectrum of civil design phase services including associated technical specifications, cost estimates, and construction phase services and Resident Project Representative Services.

UTEP Garage

Active construction of UTEP's new biosciences facility started in August 2003, which is located adjacent to the present Biology Building.

Quantum Engineering Consultants, Inc. performed civil engineering design services for the new multi-story Biosciences Facility. The project comprised complete site analysis, research and data collection as well as the complete range of civil design phase services including, but not limited to, site grading, drainage, water and wastewater utility service extensions, stormwater pollution prevention package, technical specifications and Resident Project Representation Services.
Sun Bowl Drive Re-Alignment, University of Texas at El Paso, El Paso, TX; Quantum Engineering Consultants, Inc. is currently working together with Mijares-Mora Architects, Inc. on a re-alignment of a portion of Sun Bowl Drive through the University of Texas at El Paso campus.

The project includes civil design phase services, including, but not limited to site grading and drainage, street plan and profiles, selective demolition, storm water pollution prevention package, technical specifications and Resident Project Representation Services.

New Biosciences Building

The $35 million state of the art high school is located in Canutillo Texas.

The project was designed to ensure a comprehensive campus for at least 2,000 students. This multi level site offers the latest in educational technology including Internet access in every classroom and office, a comprehensive library resource center, modern fine arts facilities, spacious student dining and food service kitchen areas, an auditorium, gymnasiums, agricultural science facilities, a multi-purpose stadium with artificial turf, and equipped with geothermal heating system, among other special features.

Quantum Engineering Consultants, Inc. provided services such as a land study, utility relocation, parking, site/roadway design, construction service, multi sport area concurring to NFHS guidelines and major drainage structure improvements.

Memorial Park Improvements is a City of El Paso quality of life project. Memorial Park is considered one of the most active parks with yearly events such as Art in the Park and the Renaissance Fair. Memorial Park is located in central El Paso and is home to a public library and this new indoor swimming pool recreation center with adequate parking and a picnic area.

As a subconsultant to Mijares Mora Architects, Inc., QEC prepared the site civil documents for a new swimming pool, roadway improvements, and miscellaneous park improvements. The Civil Design Documents included site grading and drainage, storm water pollution prevention measures, roadway design, paved parking areas and associated technical specifications. Services also included coordination with all agencies and entities affected by the proposed improvements.

Memorial Park

“World of the Sea Lion” is a new exhibit featuring two underwater viewing areas, a 20-foot pool with a cascading waterfall, a large amphitheater and a quarantine holding area. The exhibit holds four California sea lions. (Sunny, Cleo, Coco, and Sushi).

As sub consultant to Van H. Gilbert Architects, Inc., QEC prepared the site Civil Design Documents for the new Sea Lion exhibit. QEC provided grading and drainage design, extensive drainage infrastructure design, storm water pollution prevention measures, asphalt walking paths, paved parking areas; and associated technical specifications. Services also included coordination with all agencies and entities affected by the proposed improvements.

QEC is prepared to provide stormwater pollution prevention packages as well as site suitability studies to fit our client’s needs. The stormwater pollution prevention package includes the stormwater pollution prevention plan and specifications. This includes a description of sources for potential pollutants and a plan for control and prevention of pollution on and off site. We provide site suitability studies, where several items are evaluated to determine the best location for a development.

Quantum Engineering Consultants, Inc. performed a site suitability study for the new Westside Elementary School for The El Paso Independent School District. QEC used an “Evaluation Matrix” to determine the appropriate location for the new school. Four different sites were evaluated according to items such as grading, drainage, electrical, gas, water, sewer, and site access. The Evaluation Matrix method was used to rate the best location for the new elementary school site.

EPISD

The El Paso District of the Texas Department of Transportation (TxDOT) has contracted with Quantum Engineering Consultants, Inc., in conjunction with CEA Engineering Group, to perform a hydrologic and hydraulic analysis at two water crossings. The project limits consist of Vinton Road between State Highway 20 (Doniphan Drive) and Interstate Highway 10. The Scope of Work also includes a drainage report, which will document our recommendations based on our analyses. The objective of this drainage study is to determine the existing runoff and water surface profiles at two water crossings.

The first one is located on Vinton Road between Kiely Road and A.P. Ramirez Street and the other one is located on SH-20, approximately 200 feet North of Vinton Road. The Final Report shall include the preliminary sizing of the drainage structures within the limits of the study area and recommendations on how to mitigate the drainage impact on the receiving streams. The recommendations presented in this report were based on an exhaustive and systematic analysis of existing conditions and of current drainage design criteria set forth by the Texas Department of Transportation.

These concise and comprehensive reports assist our clients in understanding and evaluating their claims.
